Pay per clicks is the ads which can appear on the top of organic results and maximum of 4 ads can appear on a single SERP.
(It is not necessary every time ads will appear whenever you search a query).
Whenever a user will search a query, Google may or may not show the relevant ad on that page.
Once a user clicks an ad. The ad agency or owner needs to pay per click to Google.
Google only charges when a user clicks on the ad not for showing ads to users.
